GeM Bid vs Reverse Auction vs Direct Purchase: Which One Are You In?

By GeMSignal · Updated · 6 min read

Every GeM order you win comes through one of three routes. Knowing which one a buyer is using tells you how to price, how fast to act, and whether you even need to watch for a bid.

1. Direct purchase

For purchases up to ₹50,000, a buyer can pick a product directly from the GeM catalogue if it meets their quality, price and delivery needs — no competition round. For sellers, this means a well-written listing with correct specifications, good photos and a competitive price is what wins.

2. L1 purchase

For purchases above ₹50,000 and up to ₹10 lakh, the buyer compares offers from multiple sellers/OEMs for the same specification and buys from the lowest-priced (L1) one. Your catalogue price competes silently against others — you often won't even know a comparison happened.

3. Bid and reverse auction (RA)

Above ₹10 lakh, buyers must publish a bid. Sellers submit technical and financial offers before the deadline. The buyer can optionally run a reverse auction afterward, where technically qualified sellers lower their prices live within a time window.

This is where most of the value is — and where timing matters most, because you must notice the bid, check eligibility, prepare documents and submit before the deadline.

Current value limits (July 2024 GFR amendment)

The Department of Expenditure doubled the limits in July 2024. Many older blogs still quote ₹25,000 and ₹5 lakh — those are out of date.

  • Direct purchase: up to ₹50,000.
  • L1 purchase: above ₹50,000 and up to ₹10 lakh, comparing at least three manufacturers.
  • Bid / reverse auction: above ₹10 lakh.
  • Some organisations (for example certain scientific departments) and categories such as automobiles have different limits.

What this means for your strategy

  • Direct and L1 purchases: invest in your catalogue — specs, pricing and stock.
  • Bids and RAs: invest in speed and eligibility — documents ready, past performance proofs, and alerts so you see new bids early.
  • In RAs, decide your floor price before the auction starts so you don't get pulled into a loss-making order.

Frequently Asked Questions

What is the difference between a GeM bid and a reverse auction?
